Energy use and efficiency


  • Expanded our ‘10 in 10’ energy efficiency baseline to include 100% of assets under Transurban’s financial control as of FY16 (initially set to apply to assets under financial control as of FY13)

In FY16, total scope 1 (fuels) and scope 2 (electricity) energy consumption for all operating assets was 447,793 GJ. Assets under Transurban financial control - assets with greater than 50% Transurban ownership - totalled 415,829 GJ or 93 per cent of total usage, with scope 2 energy representing 93 per cent of consumption.

AirportLinkM7, which was acquired by Transurban in April 2016, has been excluded from our FY16 consumption totals as it was not fully integrated into our HSE monitoring and reporting systems.

‘10 in 10’ energy target

To reduce our operational impacts and greenhouse gas emissions, Transurban has committed to a ‘10 in 10’ energy reduction target; to reduce our total energy usage by 10 per cent in 10 years, on a FY13 baseline.

Due to asset portfolio growth between FY13 to FY16, the existing ‘10 in 10’ FY13 baseline represented 56 per cent of current energy usage. After detailed review of our energy profile, the ‘10 in 10’ baseline has been revised in FY16 to include all financially controlled assets as of FY16 and the FY23 target timeframe maintained.

During FY16, Transurban completed a business-wide review of asset-specific energy efficiency initiatives currently in place, underway, or in feasibility stage to determine suitability for scalability and implementation across the wider asset base. The review included:

  • A comprehensive assessment of historical energy and cost data
  • Workshops with asset management, operations and maintenance teams to identify successful energy-efficiency projects in place across the business and new opportunities that could apply to other areas
  • Implementation feasibility, risk and financial analyses for each opportunity
  • Opportunity alignment with asset life cycle planning

The review identified over 30 major energy efficiency projects across the asset portfolio that would support achievement of the ‘10 in 10’ target. When prioritising energy-efficiency projects, we considered each project individually in terms of its potential energy and cost savings, required capital investment, level of risk and the expected return on investment.

Major opportunity focus areas include:

  • Optimising existing tunnel ventilation control systems in response to updated emissions profiles, vehicle volumes and in-tunnel air quality conditions

  • Investigating the potential for powered ventilation systems to be partially or fully switched off while ensuring that emission levels comply with stringent air quality requirements

  • Upgrading road lighting to LED or more efficient fluorescent luminaires

We are confident that realising these opportunities will allow us to meet, if not exceed, our ‘10 in 10’ target within the FY23 timeframe. We will continue to refine our energy saving strategy as we implement various projects over the next several years in alignment with existing asset maintenance and upgrade cycles.

National energy portfolio

Since FY15, Transurban has managed its Australian electricity use via a central national energy portfolio service provider, allowing us to analyse, pay for and report our electricity usage with greater detail and consistency. This was accompanied by the consolidating energy supply contracts across our various offices and operations, which also provided greater value and consistency from our energy supply arrangements.

Our improved energy monitoring and analysis capabilities delivered significant benefits in FY16. For example, detailed analysis of the Lane Cove Tunnel’s daily energy usage identified that procedural routine testing of the tunnel ventilation systems was being run during peak electricity periods. Simply changing the timing of this procedure to run during off-peak electricity periods led to cost savings.

‘Green’ buildings

NABERS and LEED certifications

In FY16, the energy efficiency of Transurban’s head office in Melbourne was recognised with a five-star NABERS (National Australian Built Environment Rating System) energy rating. NABERS is a voluntary program that measures the environmental performance of Australian buildings. Specifically, the rating measures energy efficiency and greenhouse gas emissions while taking into account building type, floor area, number of employees and working hours.

Transurban moved into three levels of the then-new Collins Square Tower building from May to September 2014. The five-star rating is based on our 2015 calendar year performance. The five-star rating recognises excellence in energy efficiency and represents a 25 to 30 per cent energy saving when compared to another tenant in the same building relative to our number of employees and floor space.

This outcome was achieved by focusing on energy efficiency from the earliest stages of the office design and fit-out. Particular focus was given to selecting energy efficient lighting, computers, monitors and sensors.

Transurban’s Facilities Team continues to look for ways to improve the energy efficiency and environmental performance of all our offices. In April 2016, a lighting and electrical audit was conducted in our Melbourne head office to identify and resolve a number of issues:

  • Wiring was reconfigured to ensure sensor lighting remained active
  • Automatic timers and sensors for out-of-business and weekend lighting were calibrated to optimise operation
  • Touchscreen controls for lighting, presentation screens and air conditioning in meeting rooms were optimised

We seek to constantly improve the energy-efficiency of our office premises and do this through the ongoing monitoring of electricity consumption and implementing appropriate energy-efficiency measures.


In the USA, our Express Lanes Operations Centre has a LEED (Leadership in Energy Environmental Design) Certification, awarded by the US Green Building Council. In addition, the fit-out of our new corporate office in Tysons, Virginia - to be occupied in FY17 - was undertaken with a view to achieving a LEED Commercial Interiors rating.  The submission has been lodged and we are currently awaiting the outcome. LEED certification is one of the foremost international green building certification programs that recognises energy and resource efficiency in many aspects of construction and building occupancy.

Renewable energy

Solar energy generation and renewable energy purchasing currently accounts for over 3,300 MWh of Transurban’s annual energy usage.

In June 2015, a total of 116.5 kW of solar panel arrays were installed on the rooftops of our Cross City Tunnel and Eastern Distributor traffic control centres. For the first full year of operation, these solar systems generated a combined total of 134 MWh of energy.


The solar panels offset our energy demand, reduce carbon emissions, and provide a positive return on investment through electricity cost savings.

At the end of FY16, our installed renewable power generation capacity amounted to 116.5 kW.

Transurban is currently investigating the feasibility of solar panel installations on a number of other traffic control centres in Australia and the USA with the aim to increase our renewable energy generating capacity in FY17.

In addition to solar power generation, the Cross City Tunnel and Lane Cove Tunnel assets purchase a proportion of renewable energy via GreenPower as part of concession deed requirements. For FY16, a total of 3,273 MWh of GreenPower was purchased.
